The records we are still chasing.

Florida law lets anyone ask the government for its records. These are the requests we wrote to fill the holes in this record. Copy any one of them, put your own name and email on it, and send it. We keep each request short and tied to specific dates, because narrow requests get answered faster.

1) NMCRA — June 2026 CityView packet, votes, agreement

Pursuant to Chapter 119, Florida Statutes, I request copies of the following public records:

  1. The complete agenda and agenda packet (including staff memoranda, applications, exhibits, and resolutions) for the North Miami Community Redevelopment Agency Board meeting held or scheduled for June 23, 2026, and for any special or continued NMCRA Board meeting in May–July 2026 at which an item concerning CityView, Prestige City View, Prestige District LLC, Prestige North LLC, Global Prestige Estates LLC, Elvis Dumervil, a grant of approximately $17 million, or a tax-increment / TIF recapture incentive for that project was discussed or acted upon.

  2. The approved minutes (and any draft minutes if approved minutes are not yet available) for each such meeting, including any roll-call or recorded vote identifying each board member’s vote (including Mary Estimé-Irvin) and any disclosure or recusal.

  3. Any resolution adopted authorizing a cash grant, TIF/tax-increment recapture, or other incentive for the CityView / Prestige City View project, including exhibits.

  4. The developer’s grant application and any sources-and-uses, unit-mix/AMI tables, pro formas, or staff financial analyses submitted for that item.

  5. Any executed incentive, grant, or TIF agreement for CityView / Prestige City View (comparable to the December 22, 2025 Prestige District/North agreement on file as Document Center View/22472), including drafts circulated to the Board.

  6. Any video or audio recording or transcript of the June 23, 2026 NMCRA Board meeting maintained by the CRA or City.

Subject: Public records — June 23, 2026 council/CRA materials; Form 1; Dist. 3 term limits

Pursuant to Chapter 119, Florida Statutes, please provide:

  1. Agenda, packet, and minutes for the Regular City Council Meeting of June 23, 2026, and any agenda item that ratifies, funds, or references NMCRA CityView / Prestige incentives.

  2. The most recent Form 1 (or Form 6, if applicable) financial disclosure on file for Mary Estimé-Irvin.

  3. A written explanation or controlling charter/code citation of how the city’s two consecutive four-year term rule (as described on the city election page) applies to District 3 given the 2019 election and 2021 re-election, including whether she is eligible to serve the term beginning after the November 3, 2026 election.

  4. Any index or portal URL where post–July 2018 City Council and post–2022 NMCRA agendas/minutes are officially posted (Agenda Center currently appears incomplete for those categories).

  1. Full committee registration / Statement of Organization and any amendments for:

7) Miami-Dade Clerk — tax liens / property (optional refresh)

Request current federal/state tax lien indexes and deed/mortgage history for the Breezeswept Estates homestead address associated with Mary Estimé-Irvin in 2021 Herald coverage (confirm address from Form 1 / property appraiser before filing). Purpose: update “current payoff status unknown.”
