Florida law lets anyone ask the government for its records. These are the requests we wrote to fill the holes in this record. Copy any one of them, put your own name and email on it, and send it. We keep each request short and tied to specific dates, because narrow requests get answered faster. Background: the judge’s signed ruling and the full record on Mary Estimé-Irvin.

1) NMCRA — June 2026 CityView packet, votes, agreement

Status, September 10, 2026: we have the agenda item and Resolution No. 2026-20 from the CRA agenda system, and both are in the document library. Still outstanding: the minutes, the roll call, and any executed agreement.

Pursuant to Chapter 119, Florida Statutes, I request copies of the following public records:

  1. The complete agenda and agenda packet (including staff memoranda, applications, exhibits, and resolutions) for the North Miami Community Redevelopment Agency Board meeting held or scheduled for June 23, 2026, and for any special or continued NMCRA Board meeting in May–July 2026 at which an item concerning CityView, Prestige City View, Prestige District LLC, Prestige North LLC, Global Prestige Estates LLC, Elvis Dumervil, a grant of approximately $17 million, or a tax-increment / TIF recapture incentive for that project was discussed or acted upon.

  2. The approved minutes (and any draft minutes if approved minutes are not yet available) for each such meeting, including any roll-call or recorded vote identifying each board member’s vote (including Mary Estimé-Irvin) and any disclosure or recusal.

  3. Any resolution adopted authorizing a cash grant, TIF/tax-increment recapture, or other incentive for the CityView / Prestige City View project, including exhibits.

  4. The developer’s grant application and any sources-and-uses, unit-mix/AMI tables, pro formas, or staff financial analyses submitted for that item.

  5. Any executed incentive, grant, or TIF agreement for CityView / Prestige City View (comparable to the December 22, 2025 Prestige District/North agreement on file as Document Center View/22472), including drafts circulated to the Board.

  6. Any video or audio recording or transcript of the June 23, 2026 NMCRA Board meeting maintained by the CRA or City.

Request current federal/state tax lien indexes and deed/mortgage history for the Breezeswept Estates homestead address associated with Mary Estimé-Irvin in 2021 Herald coverage (confirm address from Form 1 / property appraiser before filing). Purpose: update “current payoff status unknown.”

8) City Clerk — council salary resolutions and budget roll calls

Status, September 11, 2026: we now have the city’s own adopted budget books for fiscal years 2017-18 through 2025-26 and the proposed budgets for 2023-24, 2025-26 and 2026-27, all from northmiamifl.gov. They are linked in the document library. Still outstanding: the two salary resolutions and the roll call votes on every budget adoption.

Please provide the resolution or ordinance that raised the City Council salary from $47,910 to $59,910 (effective fiscal year 2019-20), and the resolution or ordinance that raised it from $59,910 to $77,910 (effective fiscal year 2022-23), together with the minutes and the roll call vote on each. Please also provide the budget adoption resolutions and roll call votes for fiscal years 2019-20 through 2024-25.

9) City Clerk — April 9, 2024 add-on item (Raboday Fest, $100,000)

Please provide the complete 225-page agenda packet for the April 9, 2024 Regular Council Meeting; the full six-page add-on attachment named “ADD ON 4.9.24.pdf,” including the agenda item cover sheet showing the “SPONSORED BY” line and the recommended action; the minutes and roll call on that item; the executed City of North Miami Sponsorship and Naming Rights Agreement for the First Annual Raboday Fest, if one was signed; and records of any payment made to Noel & Cecibon Productions, including the check or wire, the purchase order, and the invoice.

11) Budget Administration — the $50,000 per office added after the FY 2023-24 hearings

Subject: Public records — changes to the Mayor and Council office budgets between the second budget hearing and adoption, fiscal year 2023-24

The FY 2023-24 Proposed Budget posted for the first hearing (September 5, 2023) and the second hearing (September 19, 2023) lists the Mayor’s Office at $314,459, Districts 1, 2 and 4 at $248,210 each, and the District 3 Office at $247,601, each with a $50,000 Discretionary/Outreach Fund. The FY 2023-24 Adopted Annual Budget lists the same offices at $364,459, $298,210 and $297,601.

Please provide every record showing how and when those figures changed, including any amendment, change memo, floor motion, or staff direction; the Expense Detail Worksheets for the Mayor’s Office and Districts 1 through 4 as adopted for fiscal year 2023-24; the budget adoption resolution or ordinance and the roll call vote; and the minutes of the September 19, 2023 hearing. Please also state whether the “Grants: $250,000” item in the city manager’s second budget hearing change memo was appropriated to the Mayor and Council department, and if so, to which account numbers.

12) City Clerk / IT — the missing June 23, 2026 meeting recordings

Subject: Public records — audio and video recordings of the June 23, 2026 CRA Board Meeting (5:30 p.m.) and Regular Council Meeting (7:00 p.m.)

The city’s public meeting portal serves an archived recording for most City Council and CRA Board meetings. For both meetings held on June 23, 2026 it does not: the player on each event page is pointed at the city’s live channel rather than at a recording of that meeting. The council meeting’s page still lists agenda time stamps into a video, beginning at 00:01:46.

Please provide any audio or video recording of both meetings in the city’s custody, in any format, including raw camera or encoder files, NoMiTV broadcast masters, and any copy held by the streaming vendor on the city’s behalf. If no recording exists, please state that in writing and provide any record explaining why, including trouble tickets, vendor correspondence, and retention or deletion logs for those two events. Please also provide the records retention schedule the city applies to meeting recordings.
